Title: Private Sector Housing Team Leader Contractor

Location: West London
Contract: Initial 6 month ongoing contract
Salary: £45.22 p/hr umbrella
Hours: Monday to Friday 9am to 5pm - 3 days out on district 2 days working from home.
Responsibilities
Improve the housing, health, safety and living conditions in the private rented and owner- occupied sector; through advice, regulation, enforcement; and by leading on key projects, to support the Council’s manifesto commitments, as appropriate.
Deliver a responsive service that meets the needs of residents and supports landlords to comply with their legal duties when renting out residential properties in the borough and to deliver team/corporate tasks and workstreams, as required.
Maintain a resilient team; from different locations; at different times of the day/week, managing up to 4 staff members and a budget of between £150K - £300K. Supporting the council to be recognized as a great place to work and for career development.
To lead investigations into complaints of poor private sector housing conditions and provide technical & directed advice to resolve matters. Where possible and appropriate, to work cooperatively with landlords to ensure required standards are met and housing conditions improved where required.
To lead investigations into reports of poor housing conditions in HMOs and monitor compliance with the council’s adopted housing standards & against national legislation (HHSRS & Housing Management Regulations) and take enforcement action as required.
To supervise property surveys and inspections of complex buildings, make assessments under the Housing Health & Safety Rating System and prepare schedules of work where necessary.
